Program Overview

The Employer Job Offer: Foreign Worker stream gives foreign workers with a job offer in a skilled occupation, or eligible physicians, the opportunity to apply to permanently live and work in Ontario.

What is the Employer Job Offer: Foreign Worker Stream?

The Employer Job Offer: Foreign Worker stream is part of the Ontario Immigrant Nominee Program (OINP) that allows Ontario employers to nominate foreign workers for permanent residence. This stream is designed for skilled workers who have a valid job offer from an Ontario employer.

Your job offer must be in a skilled occupation at TEER (Training, Education, Experience and Responsibilities) category 0, 1, 2 or 3 of the National Occupational Classification (NOC). This stream is open to foreign workers in and outside of Canada.

The program helps address labor market needs in Ontario while providing a pathway to permanent residence for qualified foreign workers and eligible physicians.

Eligibility Requirements

To be eligible for the Employer Job Offer: Foreign Worker stream, you must meet specific criteria related to your job offer, work experience, and qualifications as outlined in Ontario Regulation 422/17.

Job Offer Requirements*

  • Full-time and permanent (minimum 1,560 hours/year, 30 hours/week)
  • TEER category 0, 1, 2 or 3 occupation
  • Meet or exceed median wage level for the region
  • Position urgently necessary to employer's business
  • Work must be based primarily in Ontario

*Not applicable to physicians who are eligible to apply without a job offer

Work Experience or Licence*

  • 2+ years cumulative paid full-time work experience (3,120 hours)
  • Same occupation (NOC code) as job offer
  • Within 5 years prior to application submission
  • OR valid Ontario licence for regulated occupations

Additional Requirements

  • Intention to live in Ontario after PR
  • Legal status in Canada (if applicable)
  • Valid licence for regulated occupations
  • EOI and invitation to apply

Employer Requirements*

General Requirements

  • Active business for 3+ years
  • Business premises in Ontario
  • No outstanding employment orders
  • Reasonable recruitment efforts

Revenue Requirements

  • GTA: $1,000,000+ annual revenue
  • Outside GTA: $500,000+ annual revenue
  • Most recently completed fiscal year

Employee Requirements

  • GTA: 5+ full-time Canadian employees
  • Outside GTA: 3+ full-time Canadian employees
  • Minimum 30 hours per week
  • At work or report-to-work location
