Trends in C12 Work Permit Applications for U.S. Skilled Workers

Between 2017 and 2022, a significant number of skilled U.S. workers applied for a C12 work permit (ICT) in Canada. This permit allows individuals to work in Canada temporarily in certain skilled occupations and those employees that are being transferred between two branches of a company. According to the data extracted from the ATIP-PLUS, Indian nationals residing in the U.S. accounted for a large portion of the workers moving from America to Canada, making up 83% of the total number of C12 applicants.

The number of C12 applications was slightly at its peak in 2019 and then slightly decreased in 2021 and 2022. It is unclear what may have caused this trend, but various factors, such as the U.S. elections, changes in the job market, shifts in the Canadian immigration policy, or changes in the demand for certain types of skilled workers, could influence it.

Overall, it seems that the C12 work permit has provided a valuable opportunity for skilled workers from the U.S. to work in Canada, specifically for Indian nationals residing in the U.S., to take advantage of this opportunity. It will be interesting to see if this trend continues in the coming years and what factors may influence the number of C12 applications in the future.
